Reciprocal links work if they are relevant to your theme.
if you link to anyone and everyone youl end up with tons of links but 90% will be unrelated. This jumble of links on a page is the reason why links dont have power with the searche, not the fact that your linking back to the site.
so dont bother linking to unrelated sites Unless you believe it to be a great resource for your users. that simple really.
