Most SEO's have their own view on inbound links and reciprocal linking, and I believe all of them to be true, to an extent.

Personally, I believe all links (except from illegal websites), regardless of relevance and strength, have some value. However, a directly related inbound link from a website will hold more value than a link from an irrelevant website.

Regarding reciprocal linking, I have mixed views. If you create a "Links" page on your website, and stuff it with 100 reciprocal links, then this, for various reasons, will not help your website in the SERPs, and may infact have a detrimental effect on your website. However, a selection of relevant, 3 way reciprocal links, carefully placed on your website are completely fine (in my opinion), and I actively encourage this type of linking.
