Difference between commissioned and not

i know this might sound really stupid but can anyone clarify between a freelance journalist and a commissioned freelance journalist? i.e. is there a difference no matter how small?

As a freelance journalist you would write articles or editorials based on what YOU want to write and submit them accordingly to magazines, websites etc.

If you are a commissioned freelance journalist you will be asked to write about a specific subject for a specific company/person.
