Who is 'The Special One'?

Don't say Jose Mourhino. The answer to another's question got me thinking. He said that as Deputy Editor it was his job to scan submissions from non-staff.
So is there a golden rule on the status of the person you want to check your stuff? The Editor, Deputy Editor, Features Editor . . . or just send everything to the editor and leave him or her to delegate it accordingly? Cheers.
