URGENT ASSISTANCE REQUIRED TO HELP WRITE INDIVIDUAL Country Brand Plans

We're an international brand consultancy headquartered in Kuala Lumpur, Malaysia.
We're working on stage 2 of a 3 stage project. Stage 1, the research stage, was an 8 month, multi activity 12 country research project concerning tourism to a major Asian destination. Using the data sourced from the research and other research data, we now have to develop a global brand plan as well as a country brand plan for each of the 12 countries involved. The plans will be executed in 2009. We have a partner for the global brand plan and we thought we had one for the individual country brand plans but they were unable to deliver.
So we're looking for someone to help us write country brand plans for Japan, Korea, Vietnam, Indonesia, UAE, Saudi Arabia, Germany and Sweden.
Each country brand plan will be a 5,000 - 10,000 word project with analysis and detailed recommendations concerning digital branding, PR, conventions/MICE, and some print and other advertising. The recommendations MUST be action-oriented. For example, "move to Web 2.0" is too general; we want "develop a podcast in German for a walking tour of Chinatown."
We'll also need proposed timetables, metrics (very, very important) and responsibilities for each activity.
We cannot emphasize the importance of data-driven, action-oriented recommendations and benchmarks enough. If you are into 'positioning', 'reach' and other mass economy strategies that are no longer relevant, please do not apply.
The ability to execute to high standards is the main criterion; price is important, but secondary. The good news is that we have already prepared an outline with strategic imperatives already agreed with the client.
