Question about selling original illustration vs. digital file

    I recently was commissioned to create an illustration that would be the cover art for a single track that will be shared online. The terms were that I would present the client with a digital file of the image and that the image only be used as cover art for the single music track. After the art was completed and sent and paid for by the client. Now the client has told me that two more tracks have been made and he wants to use the art as cover art for an EP and has requested that I send him the physical original illustration. So my question is, should I also charge him for the original art. I feel as though I should but I’m not quite sure how a situation like this usually works and would live some feedback from some other professional artists.
