Hey murfsmurf, No experience in the North West, with the internet really making copywriting a global market place it would not hurt to contact individuals and companies across the UK to see what their rates are and then tailor your own rates according to experience and your being an individual rather than a company.
Or use the usual negotiation tactic of asking them to name their budget first. It may be more than you expect (great) or a lot less of course, but at least you have a starting point. (Make sure you know what all your strengths are to back up your request for a higher rate and use these to overcome any objections.)
