There are few tricks you need to use such h1,h2 tags strong, emphasis selectors and friendly urls also description meta and html5 semantics. SEO is not a con at all. What does impress people as SEO being a con are a few SEO professional and companies who employ weak SEO techniques, or even worse, black hat techniques which in the long run actually make the sites lose their rankings.
webguru is right but the trick is to get those SEO people who can actually do what they say they can. Shop around and ask for proof of what they have achieved before you spend any hard cash.
